• Summary of Board Actions During Study Session on June 14, 2022

Budget Hearing
Business Administrator John Larsen presented the proposed 2022-23 budget of $738 million to the Board of Education during the District’s annual budget hearing. The Board adopted the 2021-22 final amended budget, the 2022-23 proposed budget and authorized any budget adjustments necessary to reflect funds received from the Certified Tax Rate and the Truth in Taxation hearing.

Superintendent Godfrey thanked Mr. Larsen and his staff for their hard work preparing the budget and for taking good care of public tax dollars. Dr. Godfrey said overseeing the budget is a great responsibility ensuring that every dollar is spent with purpose and responsibility in his role as budget officer. He explained the budget is a plan to spend money entrusted to Jordan School District by taxpayers and it is some of the most important work done as a district and that work is taken very seriously. Superintendent Godfrey said he has the highest level of confidence in the work staff has done preparing the budget.

Mr. Larsen summarized three main points of the 2022-23 budget, which were: 1) Proposed Negotiated Salary Agreements; 2) A Certified Tax Increase, and 3) Construction

Mr. Larsen then reviewed the following aspects of the 2022-23 proposed budget:

• Enrollment: Student enrollment is projected at 59,681, an increase of 1,841 students.
• WPU increase of 6%.
• The new Oak Leaf Elementary School will open in Herriman for the 2022-23 school year.
• There will be a Truth in Taxation hearing on August 2, 2022 at 6 p.m. at Riverton High School to raise the certified tax rate.

• Special Business Items
• The Board approved the 2022-23 negotiated agreement for Education Support Professionals.
• The Board approved the 2022-23 Negotiated Agreement for Licensed Employees.
• The Board approved a recommendation from the Facilities Advisory Committee regarding application of Administrative Policy A13 School Consolidation/ Closure for West Jordan Elementary School.

Superintendent’s Report
Dr. Anthony Godfrey, Superintendent of Schools, said he enjoyed all of the graduation ceremonies seeing the excitement among seniors. He was proud to attend the South Valley School ceremony watching his friend Jonathon graduate.

The Superintendent thanked everyone who worked so hard to help a record 242 students, representing all of the District’s high schools, qualify for the Seal of Biliteracy this school year.

• Jolene Phelps, a parent, thanked the Board for their discussion and handling of the Controversial Concerns Policy.
• Kish North, a parent, expressed concern over books in public schools and believes all books should be screened before they are put on shelves.
• Lori Weintz, a parent, thanked the Board for their hard work and expressed concern over what kids are being taught in schools.
• Kiersten Glenn, a parent, appreciated the Board discussion regarding controversial issues.
• Nicole Christofferson, a parent, appreciated the Board discussion on education policies but is worried about the use of all materials, not just books, in the classroom. She suggested parents be notified regarding materials used in the classroom.
• Rachellle Van Wagoner, a parent, expressed concern over the number of books which can be challenged under the District’s proposed revised policy.
• Steve Olsen, a parent, wanted to know the name and qualifications of the District Language Arts Consultant who will chair the Book Review Committee.
• Chelsea Lindbeck, a parent, thanked Board members for their service and said she stands with teachers on the Controversial Issues Policy saying she trusts them and parents should not police teachers.
• A group of parents expressed concern over the possible closure of West Jordan Elementary School. They said they love the school so much and it has become family to so many. The parents said the school connects friends and neighbors and it is a safe place for children. They said there is a lot of fear regarding the loss which will be felt if West Jordan Elementary is closed. Some asked the Board to maintain the sense of community and rebuild the school or remodel for safety. Many expressed thanks for the extraordinary staff who are dedicated to the success of all students at West Jordan Elementary School.

• Board Comments
• Tracy Miller congratulated all of the recent graduates and thanked everyone involved in making graduation ceremonies for all of our high schools such a success. Ms. Miller reminded everyone that the Jordan Education Foundation’s annual Golf Tournament is Thursday, June 23.
• Darrell Robinson congratulated the Mountain Ridge High School girls Lacrosse team for winning the State Championship.
• Niki George reported on the Government Relations Committee, which is considering bringing back the mayor roundtables.
• Matt Young reported on the Facilities Committee and options were presented to relieve overcrowding at Ridgeview Elementary School.

Closed, Study Session
In closed session, Board members discussed personnel, property, potential litigation, and negotiations.

In open session, the Board discussed initial use for the Flex Building. They reviewed Administrative Policies D200 Philosophy of Instruction, AA440 Library Media Selection and Review AA424 Literature Selection and Review.
