- Summary of Board Actions During Study Session on June 11, 2024
Budget Hearing
Business Administrator John Larsen presented the proposed 2024-25 budget of $901 million to the Board of Education during the District’s annual budget hearing. The Board adopted the 2023-24 final amended budget, the 2024-25 proposed budget and authorized any budget adjustments necessary to reflect funds received from the Certified Tax Rate.
Superintendent Godfrey thanked Mr. Larsen and his staff for their hard work preparing the budget. The Superintendent said he has full confidence in JSD’s accounting team and their ability to take good care of public tax dollars. Dr. Godfrey said the budget reflects Board and District values in providing the best education possible for students. He said every employee plays a role in using tax dollars wisely and we take stewardship over public funds very seriously. Superintendent Godfrey thanked the community and legislature for their support of Jordan School District.
Mr. Larsen summarized three main points of the 2024-25 budget, which were: 1) Proposed Negotiated Salary Agreements; 2) Health Insurance Premium Increase; and 3) Construction Projects;
Mr. Larsen then reviewed the following aspects of the 2024-25 proposed budget:
- Enrollment: Student enrollment is projected at 57,415 students
- WPU increase of 5%
- New Juniper Elementary School in Herriman will open for the upcoming 2024-25 school year
- Declining debt payments and the associated debt service tax rate
Superintendent’s Report
Dr. Anthony Godfrey, Superintendent of Schools, thanked all employees who have contract days over the summer months and for the hard work they carry out during that time. He expressed hope that everyone will have a chance to take some time away during the summer break.

- Patron Comments
- Jason Wardle, a parent, said he is a volunteer coach in an after school running club in Jordan School District. He expressed concern over the District travel policy which he said might limit future success and opportunities for student athletes.
- Erika Wardle, a parent, said she is the parent of students who are part of cross-country teams and it gives them great confidence. She said they need to compete in out-of-state events to become really successful and reach their potential.
- Brandon Woolf, a parent, expressed concern that there is not enough flexibility in the District travel policy which limits student athlete success in cross country and track.
- Mandy Randall, a parent, said she has two students involved in track and competitive running at Riverton High School and the sport has been beneficial to them in building a great sense of confidence and belonging. She expressed concern that the District travel policy is restricting student success.
- John Nunley, a parent, said his son is a high school competitive runner and is extremely dedicated to the sport. He expressed concern that his son will have limited opportunities to elevate his abilities and potentially receive a college scholarship because of the District travel policy which is restrictive and not flexible enough.
- Michelle Perry, a parent, said her kids are involved in cross country and have a love for running. She requested a change to the District travel policy making it less restrictive.
- Melanie Ogomo, a parent, said she has a student who has been on a varsity cross country team and track and is excelling in the sport. She said out-of-state competitions have allowed her son to be successful and has led to college scholarship opportunities.
- Board Comments
- Tracy Miller said the Utah School Boards Association is planning a Legislative Day in the Classroom for lawmakers on September 26, 2024 and would like Jordan School District schools to be involved.
- Marilyn Richards reported on the Facilities Committee reminding Board members to review the proposed summer projects for next year.
- Lisa Dean expressed appreciation for stories in the City Journals which reflect on so many good things happening in Jordan School District schools. Ms. Dean said she has a huge sense of appreciation for all PTA volunteers and it was her pleasure to attend four JSD high school graduations. She reminded everyone that free breakfast and lunch is being served at five locations in the District over the summer months and that West Jordan Middle School’s student run hair salon, The Lions Mane, is open from 10 a.m. – 1 p.m. every Wednesday in June for $8.00 haircuts. Ms. Dean also expressed appreciation and support for Jordan School District’s 2024 Teacher of the Year, Angus Douglas who is a teacher at Majestic Elementary Arts Academy.
